Google Docs Tool transcribes audios and voice
Google Docs has a tool called "Voice typing" (located at Tools, Voice typing...)
Firstly, the idea is the tool be used with a microphone, but it's possible to use it to transcribe audios.
For that, it is necessary to direct the computer Out to the computer Recording, normally to do that is necessary to enable the Stereo Mix, that is located in Recording tab (for that, click the right button in the Sound Icon that is close to the Clock, Tab Recording).
Can be necessary to enable the disconnected and disabled devices with the right button (as we can see bellow) to appear the option.

The tool is not perfect but works well, and it can optimize the tasks.
